Съвещателните мини-публики

Споделям този текст най-вече заради силната препоръка, която Participedia му направи, наричайки го много съществено четиво:

Повярвах им и затова го споделям с вас. Deliberative Mini-Publics: Core Design Features е издание на Центъра за съвещателна демокрация и глобално управление в Университета на Канбера. Ръководството съдържа описание на основните черти на съвещателните практики. Може да се обощи, че на фундаментално ниво има две основни характеристики:

• Съвещателност: участниците стигат до своите заключения или препоръки, след като получат подробна информация и се включат във внимателна и открита дискусия по проблема или проблемите пред тях.
• Мини-публичност: нейните членове представляват, доколкото е възможно, представителна подгрупа от по-широката популация. 

Наред с това, съществуват още редица важни концептуални и технически действия: 
- случаен подбор 
- предназначение 
- продължителност 
- организация на съвещателните сесии 
- експерти и информация 
- управление на процеса

Рисковете и ползите от дигиталните технологии за гражданския активизъм

Добре известно е, че всяко нововъведение може да носи безспорни ползи, но и намалки рискове и потенциални вреди. Например динамитът. 

Със силата на динамит, че и дори с още по-голяма сила, се проявяват и дигиталните технологии. Те носят рискове, но и стойност. Изследването Citizen Engagement : Emerging Digital Technologies Create New Risks and Value на Tiago Peixoto и Tom Steinberg търси отговор на въпроса как може гржданският активизъм да се възползва от тях? The recent rapid evolution of digital technologies has been changing behaviors and expectations in countries around the world. These shifts make it the right time to pose the key question this paper explores: Will digital technologies, both those that are already widespread and those that are still emerging, have substantial impacts on the way citizens engage and the ways through which power is sought, used, or contested? The authors address this question both to mitigate some of the World Bank’s operational risks, and to initiate a conversation with peers about how those risks might require policy shifts. The overall framing question also is being explored in case theapproaches to citizen engagement advocated by the World Bank are changing and may require different advice for client countries. Despite the lower technology penetration levels in developing countries, their more malleable governance contexts may be more influenced by the effects of emerging technologies than older states with greater rigidity. Digitally influencedcitizen engagement is, in short, one of those “leapfrog” areas in which developing nations may exploit technologies before the wealthier parts of the world. But countries can leapfrog to worse futures, not just better ones. This paper explores what technology might mean for engagement, makespredictions, and offers measures for governments to consider.

Renovating Democracy

Тази година University of California Press издаде книгата "Renovating Democracy: Governing in the Age of Globalization and Digital Capitalism" на Nathan Gardels и Nicolas Berggruen.

The rise of populism in the West and the rise of China in the East have stirred a rethinking of how democratic systems work—and how they fail. The impact of globalism and digital capitalism is forcing worldwide attention to the starker divide between the “haves” and the “have-nots,” challenging how we think about the social contract. With fierce clarity and conviction, Renovating Democracy tears down our basic structures and challenges us to conceive of an alternative framework for governance. To truly renovate our global systems, the authors argue for empowering participation without populism by integrating social networks and direct democracy into the system with new mediating institutions that complement representative government. They outline steps to reconfigure the social contract to protect workers instead of jobs, shifting from a “redistribution” after wealth to “pre-distribution” with the aim to enhance the skills and assets of those less well-off. Lastly, they argue for harnessing globalization through “positive nationalism” at home while advocating for global cooperation—specifically with a partnership with China—to create a viable rules-based world order.  Thought provoking and persuasive, Renovating Democracy serves as a point of departure that deepens and expands the discourse for positive change in governance.

SAGE - Synergistic Anticipation of Geopolitical Events

Българинът Павел Атанасов, преподавател в Станфорд юнивърсити, качи в профила си в Researchgate.net интересна статия, в чието написване е съавтор: SAGE: A Hybrid Geopolitical Event Forecasting System. Текстът е представен на конференцията Twenty-Eighth International Joint Conference on Artificial Intelligence {IJCAI-19}, проведена в Макао, Китай. 

SAGE се отнася за Synergistic Anticipation of Geopolitical Events - методология, която съчетава интеракцията човек/машина. От една страна SAGE прилага подхода на краудсорсинга: използване на много прогнози от хора, които не са експерти. Същевременно SAGE отчита и напредъка в машинното самообучение, благодарение на което се създават нови модели, които могат да дадат доста смислени, макар и не съвършени прогнози за много задачи. Така се търси улесняване на човешките разсъждения чрез машнно моделиране.
